FBD Vanguard secures their first $70M CMGC project through collaboration with Mission Critical.



San Francisco, CA — In a significant milestone, FBD Vanguard Construction, Inc. (FBD Vanguard), with strategic support from Mission Critical, has been awarded its first Construction Manager/General Contractor (CMGC) project by the California Department of Transportation (Caltrans)—the $70M District 4 SF101 Pavement Rehabilitation


The project represents three important "firsts" for FBD Vanguard:

  • First project with Mission Critical

  • First submission to Caltrans under the CMGC model

  • First CMGC win for the company


With Mission Critical as their Proposal Consultant Agency and lead for interview preparation, FBD Vanguard earned the highest ranking in both the Statement of Qualifications phase (70% of total scoring) and the Interview phase (30% of total scoring).


Project Elements

The five-mile project corridor on SR 101 in San Francisco is one of the most heavily traveled facilities in the Bay Area, with Average Daily Trip (ADT) counts exceeding 240,000. 


The project includes rehabilitation of 5.4 miles of roadway pavements, drainage system rehabilitation and capacity upgrades, concrete barrier and Transportation Management System (TMS) upgrades, and rehabilitation of facilities to comply with Americans with Disabilities Act (ADA) standards.


As a critical mainline for Bay Area commuters and regional freight, maintenance of high-volume traffic flow during construction will require coordination with local communities, the City and County of San Francisco, and local and state agencies having Jurisdiction.


Mission Critical as the Proposal Consultant

Mission Critical acted as a force multiplier in guiding a new client and project team to their inaugural and dominant CMGC win. Our technical writing team brought strategic insight, a strong understanding of agency preferences, and strong skills in interviewing and developing viable, technical content—elements crucial for developing compelling Statements of Qualifications.


Mission Critical's team worked to refine technical methods and strategies through regular workshops at the client's Livermore offices. Our role was vital in selecting key subcontractors and team members, authoring technical approach narratives, supporting and vetting feasible sequencing and production schedules and developing technical illustrations.


Mission Critical leading interview preparation using our Peak Preparation™ program

On shortlist, Mission Critical managed a seamless transition from proposal development to interview preparation. Implementing our Peak Preparation™ model, Mission Critical's Interview Preparation team designed personalized coaching sessions for individuals and groups.


Mission Critical shifted the team from reliance on rehearsed answers to engaging authentically with the interview panel. Focusing on key themes and leveraging real experiences, Mission Critical's tailored coaching boosted the team's confidence and provided skills to connect with the Caltrans panel strongly during the team interview.


FBD Vanguard will begin preconstruction-phase services in the Spring of 2023, with the project slated for substantial completion by Fall 2026.
