  • Evaluation Emphasis: National/regional economic benefits, demonstrated need for federal funding, cost-effectiveness, stable non-federal funding sources, and technical capacity


MEGA grants are ideal for major corridor improvements, multimodal terminals, and other large-scale infrastructure initiatives that transform regional connectivity.

INFRA (Infrastructure for Rebuilding America)

The INFRA program focuses on freight and highway projects of national or regional significance. With approximately $8 billion available through 2026, this program targets improvements to freight movement and supply chain resilience.


Key Characteristics:

  • Project Size: Minimum $5 million for small projects, $25 million for large projects

  • Federal Share: Up to 60% INFRA funds with total federal assistance not exceeding 80%

  • Focus: Freight mobility, supply chain efficiency, and economic competitiveness

  • Evaluation Emphasis: Economic vitality, leveraging of non-federal funding, innovation, and performance accountability


INFRA is particularly well-suited for port access improvements, freight corridor enhancements, and projects that address supply chain bottlenecks.

RAISE (Rebuilding American Infrastructure with Sustainability and Equity)

The RAISE program (formerly BUILD/TIGER) provides funding for a diverse range of surface transportation projects with significant local or regional impacts. With $1.5 billion available per year, this program has the broadest applicability across project types.


Key Characteristics:

  • Project Size: $1-25 million, with minimums of $1 million (rural) and $5 million (urban)

  • Federal Share: Up to 80% in urban areas, 100% in rural areas and disadvantaged communities

  • Focus: Multimodal, multi-jurisdictional projects that are difficult to fund through traditional federal programs

  • Evaluation Emphasis: Safety, environmental sustainability, quality of life, economic competitiveness, state of good repair, partnership, and innovation


RAISE grants offer the most flexibility and are appropriate for a wide range of transportation improvements, from complete streets initiatives to multimodal transit hubs.

Across all three programs, one element stands out as particularly challenging yet essential: the Benefit-Cost Analysis (BCA). This systematic analysis quantifies and compares the benefits and costs of proposed investments and can make or break an application.


Recent GAO analysis found that 69% of capital grant applicants reported significant challenges in developing BCAs—yet this analysis is crucial for demonstrating project merit and securing funding.
